الدكتور حاجي علي تلبيس أوغلو، المولود عام ١٩٦٧ في كهرمان مرعش، تخرج من كلية الطب بجامعة إسطنبول عام ١٩٩٠. بين عامي ١٩٩٤ و٢٠٠٠، أكمل تدريبه التخصصي في أمراض الجلد المناعية، وأمراض الجلد المعدية، وجراحة الجلد في كلية الطب بجامعة فيينا. في أبريل ٢٠٠٠، حصل على شهادة معادلة من جامعة كارادينيز التقنية.
