He specialized in General Surgery at Ankara Training and Research Hospital between 2001 and 2006. He worked as a General Surgery Specialist at Ankara Training and Research Hospital between 2006 and 2008 and later at Ordu State Hospital between 2008 and 2013. Dr. Cenan Oktay was born in 1965 in Plovdiv-Bulgaria. He completed his primary school education in Istanbul in 1977. He completed his secondary and high school education at Istanbul Erkek High School, which provides education in German. He graduated from Trakya University Faculty of Medicine in 1984.

Due to his interest in surgery, he completed his General Surgery internship while he was a student, Heidelberg University Head of Surgery Clinics in Germany, Prof.Dr. ch. He did it with Herfarth.

He graduated from the Faculty of Medicine with his 3rd degree in 1990 and started his General Surgery specialization training at SSK Okmeydanı Training Hospital in Istanbul in September-1991. In 1993, he received training on "Microsurgery Course" and "Valtrac" rings used in GIS anastomoses at Würtzburg University, Germany, and became the first user in Turkey and used them in his specialization thesis.

He completed the "Surgical Gastroenterology Endoscopy Training Courses" at Istanbul Medical Faculty. Due to his interest in Liver and Bile Tract surgery, he graduated from Istanbul University for 4 months in 1999.
